Rapat pembahasan Raperda tentang Pengelolaan Keuangan Desa yang dipimpin Ketua Pansus I DPRD Tulungagung, Samsul Huda, Kamis (31/1), belum bisa memutuskan bank yang akan dijadikan tempat rekening pelaksanaan pengelolaan keuangan desa.

DPRD TULUNGAGUNG – Panitia Khusus (Pansus) I DPRD Tulungagung kembali melanjutkan pembahasan Rancangan Peraturan Daerah (Raperda) tentang Pengelolaan Keuangan Desa, Kamis (31/1). Namun dalam pembahasan tersebut belum bisa ditentukan bank mana yang bakal digunakan untuk rekening kas desa dalam pelaksanaan pengelolaan keuangan desa.

Rapat pembahasan yang berlangsung di Ruang Aspirasi Kantor DPRD Tulungagung dan dipimpin Ketua Pansus I DPRD Tulungagung, Samsul Huda SAg MPd, akan dilanjutkan kembali setelah ada presentasi dari PD BPR Tulungagung. “Soal bank mana yang akan digunakan nanti ditentukan setelah ada presentasi dari PD BPR Tulungagung. Apakah mereka (PD BPR Tulungagung) siap secara manajemen, SDM dan finasialnya,” ujar Samsul Huda.

Sebelumnya, pimpinan dan anggota Pansus I DPRD Tulungagung berharap dalam pelaksanaan pengelolaan keuangan desa di raperda yang dibahas tersebut menggunakan rekening PD BPR Tulungagung. Alasannya, PD BPR Tulungagung merupakan perusahaan daerah milik Pemkab Tulungagung  sendiri dan perlu untuk dikembangkan menjadi lebih besar lagi. Apalagi dana desa (DD) dan alokasi dana desa (ADD) se- Kabupaten Tulungagung jumlahnya juga relatif besar, yakni bisa mencapai Rp 480 miliar.

Namun Tim Asistensi Pembahas Raperda Pemkab Tulungagung yang dipimpin Kepala Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD), Drs Hendry Setyawan MSi, tidak sepenuhnya setuju dengan harapan pimpinan dan anggota Pansus I DPRD Tulungagung. Ia justru berpendapat karena alasan teknis penetapan PD BPR Tulungagung sebagai tempat rekening pengelolaan dana desa sebaiknya dilakukan secara bertahap terlebih dulu.

“Pada prinsipnya kami tidak menolak (PD BPR Tulungagung). Sebaiknya bertahap dulu. Kan jumlah desa di Tulungagung itu ada 257 desa,” papar Hendry Setyawan.

Hadir dalam rapat lanjutan pembahasan Raperda tentang Pengelolaan Keuangan Desa ini hampir seluruh anggota Pansus I DPRD Tulungagung. Di antaranya Drs H Mashud, Hj Susilowati SE, H Imam Sapingi, H Nurhamim SAg, H Imam Sukamto, Hj Tutut Sholihah dan Imam Kambali SE MSi.

Sedang dari Tim Asistensi Pembahas Raperda Pemkab Tulungagung, selain Hendry Setyawan juga hadir Kepala Bagian Hukum Setda Kabupaten Tulungagung, Saiful Bakri SH MH dan beberapa perwakilan dari OPD terkait seperti dari Dinas Pemberdayaan Masyarakat Desa Kabupaten Tulungagung serta Bagian Pemerintahan Setda Kabupaten Tulungagung.
