Subani marah pada Setiono melihat isi minimarket Bayangkara Mart yang isinya merupakan barang dari Alfa Mart saat sidak Komisi C di minimarket Bayangkara Mart, Senin (5/3).

DPRD TULUNGAGUNG –  Ketua Komisi C DPRD Tulungagung , Drs Subani, benar-benar marah pada Kabid Perizinan Jasa Usaha Dinas Penaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tulungagung, Setiono SSos, saat Komisi C sidak di minimarket Bayangkara Mart dan minimarket 212 Mart, Senin (5/3). Ia menilai dua minimarket yang baru berdiri di Kota Tulungagung mengelabui Perda tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan.

Subani meminta pengelola Bayangkara Mart untuk segera mengosongkan produk jualannya karena diketahui produk yang dijual merupakan waralaba (franchise) dari minimarket berjaringan nasional. “Ini yang namanya mengelabui aturan (Perda). Pertama kami hanya dengar dari cerita. Ternyata setelah disidak memang benar semua isinya dari minimarket Alfa Mart,” ujarnya.

Menurut politisi asal Hanura itu, Bayangkara Mart harus mengganti semua produk yang dijualnya dengan yang baru tanpa embel-embel minimarket berjaringan nasional. Kalau tidak akan ditutup secara paksa.

“Maksimal minggu depan sudah diganti semua. Jika tidak diganti akan diberi surat peringatan satu sampai tiga dan kalau masih bandel di tutup paksa,” tandasnya.

Sedang untuk yang minimarket 212 Mart, menurut Subani perlu mengurus izin pendirian minimarket. Bukan hanya surat izin usaha perdagangan untuk koperasi.

“Dan nama minimarketnya juga perlu diubah. Masalahnya, jika tetap menggunakan nama minimarket 212 Mart bisa dimasukkan ke minimarket berjaringan nasional dan itu tidak boleh berdiri di lokasi saat ini karena berdekatan dengan pasar tradisional,” paparnya.

Setiono yang ikut serta dalam sidak menyatakan hal yang sama dengan Subani. Menurut dia untuk Bayangkara Mart akan diberi surat peringatan pada pengelolanya agar sesuai peruntukannya.

“Kami baru tahu sekarang ini kalau isinya produk dari minimarket berjaringan nasional Alfa Mart. Padahal izinnya instansi milik pribadi. Bukan berjaringan nasional,” tuturnya.

Sementara untuk yang minimarket 212 Mart, Setiono menyebut ada miskomunikasi. DPMPTSP Kabupaten Tulungagung akan menarik SIUP yang telah diterbitkan pada 212 Mart karena dinilai keliru. “Ini kan milik komunitas warga Tulungagung. Sebelumnya tidak mencantumkan secara detail usahanya. Kemudian terbit SIUP. Tetapi setelah disidak ternyata mirip dengan minimarket. Seharusnya izinya adalah izin usaha pendirian minimarket (IUPM) bukan SIUP,” paparnya.

Selanjutnya ia menyarankan pula pada pengelola minimarket 212 Mart untuk mengubah namanya karena jika tetap bernama minimarket 212 Mart bisa dikategorikan minimarket berjaringan nasional dan itu pendiriannya diatur oleh Perda.
