DPRD TULUNGAGUNG – Setelah melakukan publik hearing dengan anggota Kelompok Sadar Wisata (Pokdarwis) se-Kabupaten Tulungagung, Komisi D DPRD Tulungagung kini pun telah menyelesaikan pembuatan Naskah Akademik (NA) untuk Raperda tentang Pemberdayaan Pokdarwis.
Anggota Komisi D DPRD Tulungagung, Suprapto SPt MMA, Selasa (28/2), mengungkapkan penyelesaian NA Raperda tentang Pemberdayaan Pokdarwis sudah tuntas dilaksanakan baru-baru ini. “Penyelesaiannya dilakukan bersama antara pimpinan dan anggota Komisi D DPRD Tulungagung dengan pakar dari Fakultas Hukum Universitas Brawijaya (UB) Malang,” ujarnya.
Menurut Suprapto, latar belakang dari pembuatan Raperda tentang Pemberdayaan Pokdarwis yang diinisiasi oleh Komisi D DPRD Tulungagung, karena masih banyak anggota Pokdarwis yang belum memiliki kompetensi terkait peran dan fungsi mereka. “Karena itu, kami (Komisi D) ingin dengan pemberdayaan ini anggota Pokdarwis menjadi tuan rumah yang baik dan pada akhirnya akan bisa tercipta sapta pesona di setiap destinasi pariwisata,” paparnya.
Selanjutnya Suprapto yang lekat disapa dengan sebutan Buyung ini, menjelaskan dalam Raperda tentang Pemberdayaan Pokdarwis akan mengatur beberapa hal. Di antaranya, mengenai tata cara pendirian, peran fungsi, hak dan kewajiban, mekanisme pembinaan (pemberdayaan) serta evaluasi.
“Dari hasil evaluasi nantinya akan digunakan untuk mengikut sertakan anggota Pokdarwis mengikuti diklat di badan diklat yang telah bersertifikasi,” bebernya.
Selain itu, Suprapto mengatakan diperlukan juga pembentukan wadah forum komunikasi antar Pokdarwis. Pembentukan forum ini merupakan bagian dari pembinaan dan evaluasi yang sumber pendanaannya dibebankan pada APBD.
Diberitakan sebelumnya, Ketua DPRD Tulungagung, Supriyono SE MSi, menyebut pembuatan Perda tentang Pemberdayaan Pokdarwis belum duanya di Indonesia. DPRD Tulungagung yang pertama kali mau membuatnya. “Saat ini di Indonesia belum ada Perda terkait pemberdayaan Pokdarwis. Di Bali pun belum ada. Komisi D DPRD Tulungagung yang baru akan membuat raperdanya,” ujarnya
