Supriyono menyerahkan berita acara persetujuan penetapan Perda OPD dan empat perda lainnya pada Bupati Syahri Mulyo, Sabtu (15/10).

DPRD TULUNGAGUNG – Seluruh fraksi di DPRD Tulungagung menyetujui penetapan Rancangan Peraturan Daerah (Raperda) tentang Pembentukan dan Susunan Perangkat Daerah Kabupaten Tulungagung  atau lebih populer dengan sebutan Organisasi Perangkat Daerah (OPD) ditetapkan menjadi Perda. Persetujuan penetapan perda ini dilakukan dalam rapat paripurna DPRD Tulungagung yang berlangsung di Ruang Graha Wicaksana lantai dua Kantor DPRD Tulungagung, Sabtu (15/10).

Selain menyetujui penetapan Perda OPD, DPRD Tulungagung juga menyetujui penetapan empat perda lainnya. Yakni Perda tentang Perangkat Desa, Perda tentang Pedoman Pembangunan Desa, Perda tentang Peternakan dan Kesehatan Hewan dan Perda tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2016-2026.

Rencananya, dalam rapat paripurna yang dipimpin Ketua DPRD Tulungagung, Supriyono SE MSi dan dihadiri oleh Bupati Tulungagung, Syahri Mulyo SE MSi dan Wakil Bupati Tulungagung, Drs Maryoto Birowo MM itu, bakal juga menetapkan Raperda tentang Perubahan Atas Perda No. 6/2010 tentang Perlindungan, Pemberdayaan Pasar Tradisional dan Penataan Serta Pengendalian Pasar Modern. Namun, karena terjadi perubahan sampai lebih dari 50 persen, pembahasan raperda tersebut kemudian ditunda atau dibatalkan.

Juru bicara Panitia Khusus (Pansus) III DPRD Tulungagung, Leman Dwi Prasetyo SE, mengungkapkan penundaan penetapan Raperda tentang Perubahan Atas Perda No. 6/2010 tentang Perlindungan, Pemberdayaan Pasar Tradisional dan Penataan Serta Pengendalian Pasar Modern karena terjadi perubahan subtansi raperda sampai lebih dari 50 persen. Selain juga akibat terbitnya peraturan perundangan baru.

Sementara itu, menanggapi Raperda tentang OPD, semua juru bicara fraksi DPRD Tulungagung yakni dari Fraksi Semangat Baru, Fraksi Demokrat, Fraksi PAN, Fraksi Partai Golkar, Fraksi Hanura, Fraksi PKB, Fraksi Gerindra dan Fraksi PDI Perjuangan menyetujui untuk ditetapkan menjadi perda. Bahkan mereka dalam catatannya meminta Bupati Syahri Mulyo untuk segera menerbitkan Peraturan Bupati (Perbup).

“Begitu sudah ditetapkan menjadi perda, bupati diharapkan bisa langsung menerbitkan perbup sebagai petunjuk teknis-nya. Begitu pun dengan perda-perda lainnya. Selain pula segera menyosialisasikannya,” papar Ir Marsito, juru bucara Fraksi Semangat Baru.

Bupati Syahri Mulyo saat memberikan sambutan, mengapresiasi dan mengucapkan terima kasih pada DPRD Tulungagung yang telah menyetujui penetapan Perda tentang OPD dan empat perda lainnya. Menurut dia, Perda OPD merupakan implementasi dari UU No. 23/2014 tentang Pemerintah Daerah, UU No. 9/2015 dan PP No. 18/2016.

“Organisasi perangkat daerah harus menyesuaikan dengan perundangan yang baru. Penataan organisasi diperlukan sebagai bagian dari otonomi daerah,” ujarnya.
