DPRD Tulungagung Setuju Penetapan Perda Perubahan APBD 2019

Supriyono menandatangani berita acara persetujuan penetapan Perda Perubahan APBD 2019, Senin (5/8), setelah sebelumnya hal yang sama dilakukan Maryoto Birowo dan kemudian diikuti pimpinan DPRD Tulungagung lainnya.

DPRD TULUNGAGUNG – DPRD Tulungagung, Senin (5/8), menyetujui penetapan Rancangan Peraturan Daerah (Raperda) tentang Perubahan APBD Tahun Anggaran 2019 menjadi Perda. Penetapan bersama Plt Bupati Tulungagung, Drs Maryoto Birowo MM, tersebut berlangsung dalam rapat paripurna DPRD di ruang Graha Wicaksana lantai dua Kantor DPRD Tulungagung dan dipimpin oleh Ketua DPRD Tulungagung, Supriyono SE MSi.

Meski delapan fraksi di DPRD Tulungagung menyetujui Raperda tentang Perubahan APBD Tahun Anggaran 2019 untuk ditetapkan menjadi Perda, namun mereka tetap memberi catatan dalam pandangan akhir fraksi masing-masing. Kedelapan fraksi itu adalah Fraksi PDI Perjuangan, Fraksi Gerindra, Fraksi PKB, Fraksi Hanura, Fraksi Partai Golkar, Fraksi PAN, Fraksi Demokrat dan Fraksi Semangat Baru.

Sebelumnya, Heru Santoso SPd MPd, yang membacakan hasil pembahasan Badan Anggaran (Banggar) DPRD Tulungagung juga menyatakan rekomendasi persetujuan Banggar agar Raperda tentang Perubahan APBD Tahun Anggaran 2019 disetujui menjadi Perda.

Selain itu, Banggar DPRD Tulungagung, tutur Heru Santoso, menyampaikan beberapa hal yang perlu mendapatkan perhatian dari Plt Bupati Maryoto Birowo. Di antaranya, terkait sinkronisasi KUA PPAS dengan usulankegiatan dalam perubahan APBD tahun 2019 dan evaluasi pemberian tunjangan kinerja pegawai bagi ASN lingkup Pemkab Tulungagung.

“Perlu dilakukan evaluasi dalam penilaian indikator kinerja dan grade (kelas) OPD sehingga tidak menimbulkan kesenjangan,” katanya.

Adapun perubahan APBD 2019 yang telah disetujui untuk ditetapkan itu yakni disisi pendapatan, dari sebelumnya Rp 2.647.738.015.220, 77 menjadi Rp 2. 658.838.722.158,88 atau  bertambah Rp 11.100.706.938,11. Kemudian belanja, dari sebelumnya Rp 2.678.564.625.274,77 menjadi Rp 3.008.532.894.643,41 atau meningkat Rp 329.968.269.368,64. Ini mengakibatkan defisit setelah perubahan Rp 318.867.562.430,53.

Sementara di penerimaan pembiayaan, dari sebelumnya Rp 33.826.610.054,00 menjadi Rp 354.694.172.484,53 atau bertambah Rp 320.867.562.430,53. Dan di pengeluaran pembiayaan, dari sebelumnya Rp 3.000.000.000,00 menjadi Rp 5.000.000.000,00 atau bertambah Rp 2.000.000.000,00. Sehingga pembiayaan netto sebesar Rp 318.867.562.430,53. Dan SILPA tahun berkenaan Rp 0,00.

Plt Bupati Maryoto Birowo, saat memberi sambutan mengucapkan terimakasihnya pada DPRD Tulungagung karena menyetujui Raperda tentang Perubahan APBD TahunAnggaran 2019 ditetapkan  menjadi Perda. Ia pun menyatakan akan melaksanakan semua catatan yang diberikan fraksi-fraksi di DPRD Tulungagung. “Sesudah ini raperda perubahan APBD 2019 yang telah disetujui menjadi perda akan dievaluasi oleh gubernur,” ucapnya.
