Komisi C saat melakukan pembahasan Raperda APBD tahun 2020 dengan Dinas Kesehatan Kabupaten Tulungagung, Senin (28/10).

DPRD TULUNGAGUNG – Pimpinan dan anggota Komisi C DPRD Tulungagung kembali melanjutkan pembahasan Raperda APBD Tulungagung tahun 2020. Kali ini, Senin (28/10), pembahasan bersama Dinas Kesehatan Kabupaten Tulungagung dan RSUD dr Iskak Tulungagung.

Ketua Komisi C DPRD Tulungagung, H Asrori SH, menyatakan rapat bersama Dinas Kesehatan dan RSUD dr Iskak merupakan kelanjutan dari rapat-rapat serupa yang dilakukan Komisi C dengan para mitra kerja lingkuo Pemkab Tulungagung. “Hari ini dengan kedua instanti itu. Selanjutnya rapat juga akan dilakukan dengan BPKAD Kabupaten Tulungagung dan Bappeda,” ujarnya.

Diakui Asrori, Komisi C termasuk komisi di DPRD Tulungagung yang belum menyelesaikan pembahasan Raperda APBD tahun 2020 dengan semua mitra kerjanya. “Persoalannya hitungannya juga jelimet (perlu ketelitian),” katanya.

Saat melakukan hearing bersama Dinas Kesehatan Kabupaten Tulungagung, Asrori menyebut    Komisi C DPRD Tulungagung meminta Dinas Kesehatan Kabupaten Tulungagung untuk merealisasikan 32 Puskesmas menjadi Badan Layanan umum Daerah (BLUD) pada tahun 2020 mendatang.

Menurut dia, target Dinas Kesehatan Kabupaten Tulungagung yang hanya akan menjadikan sembilan Puskesmas menjadi BLUD tidak sesuai dengan harapan DPRD Tulungagung. Masalahnya, Komisi C DPRD Tulungagung menilai hampir seluruh Puskesmas di Kabupaten Tulungagung sudah mampu untuk menjadi BLUD.

Hal yang sama dikatakan Wakil Ketua Komisi C DPRD Tulungagung, H Heru Santoso MPd. Menurut dia, hanya ada lima Puskesmas di Kabupaten Tulungagung yang dikategorikan kecil. Sementara 27 Puskesmas lainnya sudah sangat layak untuk menjadi Puskesmas berstatus BLUD. “Yang lima Puskesmas pun kami kira juga bisa dijadikan BLUD jika memang diusahakan oleh Dinas Kesehatan,” tandasnya.

Heru Santoso melihat ada keraguan-raguan dari Dinas Kesehatan Kabupaten Tulungagung mengapa sampai hanya sembilan Puskesmas saja yang akan dijadikan BLUD. Padahal banyak manfaat yang didapat masyarakat jika Puskesmas menjadi BLUD meski kemudian pendapatan PAD berkurang. Di antaranya, Puskesmas dapat dengan leluasa melaksanakan anggarannya sendiri, pelayanan lebih prima dan kebijakan lebih cepat karena dengan manajemen sendiri.
