Bapemperda Harmonisasi Empat Raperda Dengan Kemenkum HAM RI

Pimpinan dan anggota Bapemperda DPRD Tulungagung berfoto bersama seusai kegiatan harmonisasi empat raperda bersama tim dari Kemenkum HAM RI, Selasa (5/3).

DPRD TULUNGAGUNG – Badan Pembentukan Peraturan Daerah (Bapemperda) DPRD Tulungagung melakukan harmonisasi, sinkronisasi dan kajian empat rancangan peraturan daerah (raperda) bersama Dirjen Fasilitasi Perancangan Perda dan Pembinaan Perancang Perundang-undangan Kementerian Hukum (Kemenkum) dan HAM RI di Hotel Novotel Gajah Mada, Jakarta.

Kegiatan yang berlangsung selama dua hari mulai Senin (4/3) sampai Selasa (5/3) tersebut dihadiri pimpinan dan anggota Bapemperda DPRD Tulungagung, termasuk Ketua Bapemperda DPRD Tulungagung, Heru Santoso Spd MPd. Sedang narasumber dari Kemenkum HAM RI  adalah Zizil, Yulianto dan Adit.

Adapun empat raperda yang diharmonisasi dan sinkronisasi masing-masing adalah Raperda Perubahan Atas Perda Nomor 14 Tahun 2010 tentang Bantuan Keuangan Pada Partai Politik, Raperda tentang Pemberian Santunan Kematian, Raperda Perubahan Atas Perda  Nomor 3 Tahun 2012 tentang Retribusi Pelayanan Kesehatan Pada UPTD Dinas Kesehatan dan Raperda tentang Perlindungan dan Pengembangan Ekonomi Kreatif.

Heru Santoso memberi penjelasan terkait empat raperda dalam kegiatan harmonisasi bersama tim dari Kemenkum HAM RI.

Menurut Heru Santoso, secara umum tiga raperda bisa direkomendasikan untk dilanjutkan pembahasan menjadi raperda inisiatif DPRD Tulungagung melalui rapat paripurna DPRD Tulungagung. “Hanya perlu penyesuaian dasar, menimbang dan mengingat sebagai dasar hukum penyusunan raperda dan penyesuaian redaksi saja,” ujarnya.

Namun khusus untuk Raperda tentang Pemberian Santunan Kematian, lanjut dia, Tim Dirjen Fasilitasi Perancangan Perda dan Pembinaan Perancang Perundang-undangan Kemenkum HAM RI memberi saran agar tidak dilanjutkan. “Alasannya karena rawan dan tidak ada dasar hukum untuk dibentuk perda,” tandasnya.
