DPRD TULUNGAGUNG – Komisi D DPRD Tulungagung berencana segera mengusulkan pembuatan Peraturan Daerah (Perda) tentang Rencana Perlindungan dan Pengelolaan Lingkungan Hidup (RPPLH). Perda ini bertujuan agar semua sektor pembangunan di Tulungagung berwawasan lingkungan.

“Kabupaten Tulungagung belum punya Perda RPPLH. Karena itu, kami akan usulkan dalam masa sidang sekarang untuk menjadi raperda inisiatif Komisi D,” ujar anggota Komisi D DPRD Tulungagung, Suprapto SPt MMA, di Kantor DPRD Tulungagung, Jumat (9/2).

Menurut dia, Perda RPPLH sangat penting. Apalagi akan menjadi dasar dalam penyusunan Rencana Pembangunan Jangka Panjang Daerah (RPJPD) dan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Tulungagung.

“Dengan adanya Perda RPPLH nantinya dalam menyusun RPJMD Kabupaten Tulungagung, Bupati Tulungagung terpilih sudah dapat menjadikan dasar dalam menyusun RPJMD,” paparnya.

Guna mewujudkan Perda RPPLH, lanjut Suprapto, Komisi D DPRD Tulungagung baru-baru ini sudah pula melakukan studi banding di Kabupaten Bantul Daerah Istimewa Yogyakarta. Di kabupaten tersebut telah diterbitkan Perda tentang RPPLH.

“Bahkan di seluruh daerah di Yogyakarta semua telah punya Perda RPPLH, termasuk Provinsi Yogyakarta. Sementara di Jawa Timur (Jatim) belum semua daerah kabupaten/kota punya Perda RPPLH. Provinsi Jatim sendiri sepertinya juga belum punya Perda RPPLH,” paparnya lagi.

Politisi asal PDI Perjuangan ini menambahkan sesuai UU No. 32/2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup, dalam menyusun RPPLH memperhatikan;  keragaman karakter dan fungsi ekologis, sebaran penduduk, sebaran potensi sumber daya alam serta  kearifan lokal. Selain juga perubahan iklim serta aspirasi masyarakat.
