DPRD TULUNGAGUNG – Mantan Ketua Pansus Raperda tentang Pembentukan dan Susunan Perangkat Daerah Kabupaten Tulungagung, Suprapto SPt MMA, mengatakan rencana Pemerintah Pusat yang akan merevisi Peraturan Pemerintah (PP) No. 18 Tahun 2016, utamanya terkait penguatan posisi aparat pengawas internal pemerintah (APIP) akan berpengaruh pada Perda Tulungagung No. 20 Tahun 2016 tentang Pembentukan dan Susunan Perangkat Daerah Kabupaten Tulungagung.

“Kalau ada revisi PP No. 18/2016 tentu berpengaruh pada Perda Tulungagung No. 20/2016. Tinggal ditunggu bagaimana revisi itu. Kalau ada perintah untuk merubah perda maka Perda Tulungagung No. 20/2016 juga akan berubah,” ujarnya di Kantor DPRD Tulungagung, Senin (22/1).

Dikabarkan, saat ini Kementerian Dalam Negeri sedang memproses revisi PP No. 18/2016. Draf revisi PP No. 18/2016 tersebut sudah dalam tahap harmonisasi di Kementerian Hukum dan HAM.

Dalam revisi PP No. 18/2016 disebutkan bakal ada banyak perubahan yang terjadi di tubuh inspektorat daerah. Di antaranya, soal eselon kepala inspektorat (inspektur) yang rencananya akan ditingkatkan setara dengan eselon sekda, yakni eselon IIA.

Selain itu, perubahan juga akan terjadi pada proses pengangkatan dan pemberhentian inspektur.  Kedepan pengangkatan dan pemberhentian inspektur tidak lagi dilakukan oleh kepala daerah, tetapi oleh Menteri Dalam Negeri. Kepala daerah hanya mengusulkan nama yang akan menjadi inspektur pada Menteri Dalam Negeri.

Menurut Suprapto, Perda Tulungagung No. 20/2016 dalam pembuatannya mengacu pada PP No. 18/2016. Karena itu, jika ada perubahan atau revisi di PP No. 18/2016 bisa berdampak pada Perda Tulungagung yang terkait susunan dan kedudukan organisasi perangkat daerah (OPD) di lingkup Pemkab Tulungagung itu.

Selanjutnya Suprapto menyatakan terlepas dari bakal adanya perubahan perda atau tidak, rencana revisi PP No. 18/2016 yang akan merubah kedudukan inspektorat setara dengan jabatan sekretaris daerah (sekda) patut diapresiasi. Hal ini akan membuat inspektorat lebih bertaji dalam melakukan pengawasan.

“Harus diakui selama ini yang diperiksa inspektorat adalah dinas-dinas yang setara eselonnya dengan inspektur. Kalau setara sekda yang eselonnya IIA tentu inspektur akan lebih lebih leluasa lagi dalam melakukan pemeriksaan di dinas-dinas,” paparnya.
