DPRD TULUNGAGUNG – Panitia Khusus (Pansus) IV DPRD Tulungagung melakukan pembahasan Raperda tentang Pengelolaan Air Limbah Domestik, Senin (16/10). Pembahasan dilakukan bersama Tim Asistensi Pembahas Raperda Pemkab Tulungagung di Ruang Badan Pembuat Peraturan Daerah (Bapemperda) Kantor DPRD Tulungagung.

Pembahasan dipimpin langsung oleh Ketua Pansus IV DPRD Tulungagung, Suprapto SPt MMA. Sementara dari Tim Asistensi Pembahas Raperda Pemkab Tulungagung yang hadir adalah Staf Ahli Bupati Bidang Kemasyarakatan dan Sumber daya Manusia, dr Gatot Dwi Prijo Poerwanto MKK dan Staf Ahli Bupati Tulungagung Bidang Ekonomi, Keuangan dan Pembangunan, Ir Agus Imam Massa Widigda DIAT serta perwakilan di antaranya dari Dinas PUPR Kabupaten Tulungagung dan Bagian Hukum Setda Kabupaten Tulungagung.

Saat pembahasan berlangsung, Suprapto menyatakan Raperda tentang Pengelolaan Air Limbah Domestik akan mengacu pada Peraturan Menteri (Permen) Pekerjaan Umum dan Perumahan Rakyat (PUPR) No. 4 Tahun 2017 tentang Penyelenggaraan Sistem Pengelolaan Air Limbah Cair. “Yang kami tahu acuan dari perundangan lain belum ada. Yang ada dan lengkap hanya di Permen PUPR No. 4 Tahun 2017,” ujarnya.

Bagian Hukum Setda Kabupaten Tulungagung tidak mempermasalahkan acuan dalam pembahasan Raperda tentang Pengelolaan Air Limbah Domestik. Menurut Candra, wakil dari Bagian Hukum Setda Kabupaten Tulungagung secara subtantif dan sistematikanya dibenarkan secara hukum. “Subtansinya tidak bertentangan, kendati amanah PP-nya tentang air minum,” katanya.

Rencananya pembahasan Raperda tentang Pengelolaan Air Limbah Domestik tidak akan berlangsung terlalu lama. Sebelumnya, Suprapto yang politisi PDI Perjuangan ini memperkirakan dalam empat kali pembahasan raperda akan selesai. “Tidak akan sampai akhir Oktober kami perkirakan sudah selesai,” ucapnya.
