Rapat antara Pansus III DPRD Tulungagung dan Tim Asistensi Pembahas Raperda Pemkab Tulungagung, Rabu (30/8), memutuskan untuk menunda rencana pembentukan OPD baru di lingkup Pemkab Tulungagung.

DPRD TULUNGAGUNG – Panitia Khusus (Pansus) III DPRD Tulungagung memutuskan untuk menunda pembahasan Raperda tentang Perubahan Atas Perda Kabupaten Tulungagung Nomor 20 Tahun 2016 tentang Pembentukan dan Susunan Perangkat Daerah Kabupaten Tulungagung. Penundaan ini dilakukan setelah mereka melakukan rapat bersama dengan Tim Asistensi Pembahas Raperda Pemkab Tulungagung di Kantor DPRD Tulungagung, Rabu (30/8).

Ketua Pansus III DPRD Tulungagung, Heru Santoso SPd MPd, menyatakan penundaan pembahasan dilakukan sampai batas Pemkab Tulungagung bisa melakukan evaluasi kinerja OPD yang baru dibentuk sesuai Perda Nomor 20 Tahun 2016. “Saat ini Perda Nomor 20 Tahun 2016 baru dijalankan tujuh bulan. Belum ada evaluasi. Belum satu tahun. Terus kemudian mau membentuk OPD baru lagi,” ujarnya.

Heru Santoso yang politisi PDI Perjuangan ini, memaparkan pembentukan OPD baru ditengah berjalannya Perda Nomor 20 tahun 2016 yang baru berusia tujuh bulan dan bakal berlangsungnya Pilkada Serentak 2018 akan berpengaruh pada beban kerja dan keuangan daerah. “Pilkada membutuhkan dana besar. Kemudian juga, kalau ada dinas baru membutuhkan setidaknya satu pejabat eselon II baru, lima pejabat eselon III dan sedikitnya 15 pejabat eselon IV baru juga. Belum lagi anggaran kantor baru dan kendaraan dinasnya. Alangkah baiknya masalah ini ditunda paling tidak pada tahun depan,” tuturnya.

Sebelumnya, Asisten III Sekda Tulungagung, Indah Karunia Ratri SH MH, yang memimpin Tim Asistensi Pembahas Raperda Pemkab Tulungagung sempat meminta rekomendasi Pansus III DPRD soal rencana pembentukan OPD baru yang berupa Dinas Sosial tersebut.

Pansus III PRD Tulungagung merekomendasikan dua pilihan, yakni yang pertama ditunda pembahasannya, dan opsi lainnya pembahasan tetap dilanjutkan dengan catatan jumlah OPD tetap 21 instansi sesuai Perda No. 20 Tahun 2016.

“Opsi kedua boleh membentuk OPD baru, Dinas Sosial, tapi dengan syarat sejumlah OPD lainnya ada yang dimerger (digabung) sehingga jumlahnya tetap 21 OPD. Tidak tambah menjadi 22 OPD,” jelas Heru Santoso.

Kepala Bagian Organisasi Setda Kabupaten Tulungagung, Dra Imroatul Mufidah MSi, yang ikut hadir dalam rapat pembahasan raperda akhirnya memutuskan untuk menunda pembahasan. Ia menilai jika saat ini dibentuk OPD baru akan mempengaruhi anggaran, perencanaan dan manajemen kinerja.

Seperti diketahui saat ini bidang sosial di lingkup Pemkab Tulungagung tergabung dalam Dinas Sosial, Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Tulungagung.  Dinas tersebut bertipe A dan mempunyai lima bidang.
