Sepakat Batasi Toko Swalayan Dengan Syarat 20.000 Penduduk

Rapat pembahasan raperda yang dipimpin Heru Santoso, Jumat (25/8), menghasilkan kesepakatan syarat 20.000 penduduk yang sebelumnya sulit tersepakati.

DPRD TULUNGAGUNG – Tim Asistensi Pembahas Raperda Pemkab Tulungagung akhirnya bersepakat dengan Panitia Khusus (Pansus) III DPRD Tulungagung membatasi keberadaan toko swalayan atau minimarket berjaringan dengan persyaratan 20.000 penduduk mewakili satu toko swalayan atau minimarket. Kesepakatan ini terjadi saat Pansus III DPRD Tulungagung membahas Raperda tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Pemberlanjaan dan Toko Swalayan bersama Tim Asistensi Pembahas Raperda Pemkab Tulungagung di Ruang Komisi Kantor DPRD Tulungagung, Jumat (25/8).

“Kalau Pansus III tetap pada angka 20.000, kami ngikut,” ujar Kabid Layanan Informasi Dinas Penanaman Modal dan PTSP Kabupaten Tulungagung, Broto Susetyo SSos MM, saat menanggapi pernyataan Ketua Pansus III DPRD Tulungagung, Heru Santoso SPd MPd.

Sebelumnya, semua anggota Pansus III DPRD Tulungagung yang hadir dalam rapat pembahasan raperda tetap kukuh mempertahankan argumennya terkait syarat 20.000 penduduk mewakili satu toko swalayan atau minimarket berjaringan. Mereka menyatakan syarat 20.000 itu untuk mengimplementasikan keinginan masyarakat Tulungagung.

“Silakan saja eksekutif menolak atau bertahan dengan 17.000 penduduk. Nanti kalau tidak sepakat bisa pakai perda lama lagi. Tolak menolak sah-sah saja, tapi sebaiknya kompromi. Tolong dipahami ini (syarat 20.000 penduduk) juga keinginan masyarakat,” tutur Heru Santoso.

Dengan disepakatinya syarat 20.000 penduduk, di pasal 6 ayat 2 huruf (a) Raperda tentang Penataan dan Pembinaan Pasar Rakyat, Pusat Pemberlanjaan dan Toko Swalayan kini tertulis, “Minimarket berjaringan dapat didirikan sebanyak 1 (satu) buah pada setiap jumlah penduduk 20.000 (dua puluh ribu) orang dalam wilayah Kabupaten Tulungagung”.

Konsekuensi dari persyaratan 20.000 penduduk, jika penduduk Kabupaten Tulungagung berjumlah 1,2 juta jiwa maka toko swalayan atau minimarket berjaringan yang boleh beroperasi maksimal 60 toko swalayan atau minimarket.

Saat ini di Kabupaten Tulungagung telah beroperasi sebanyak 90 toko swalayan atau minimarket berjaringan. Rencananya, 30 unit dari 90 toko swalayan dan minimarket berjaringan tersebut secara bertahap akan habis masa izinnya sampai lima tahun mendatang dan tidak diperpanjang lagi.
