DPRD TULUNGAGUNG – Perda Nomor 10 Tahun 2013 tentang Rencana Pembangunan Jangka Menengah (RPJMD) Kabupaten Tulungagung Tahun 2014-2018 harus dirubah. Perubahan RPJMD tersebut kini sedang dibahas Raperdanya oleh Panitia Khusus (Pansus) IV DPRD Tulungagung.
Ketua Pansus IV DPRD Tulungagung, Suprapto SPt MMA, Selasa (8/8), mengungkapkan ada beberapa alasan mengapa RPJMD Kabupaten Tulungagung Tahun 2014-2018 harus mengalami perubahan. Salah satunya karena adanya perubahan kewenangan yang kini dimiliki pemerintah daerah.
“Seperti Sumber daya Mineral di Dinas PU Pengairan dulu, kewenangannya sudah diambil oleh pemerintah provinsi. Begitupun dengan kelautan dan kehutanan. Pemkab Tulungagung sudah tidak punya kewenangan di bidang itu,” ujarnya.
Hal yang sama juga terjadi untuk pengelolaan RSUD. Menurut Suprapto, saat ini Direktur RSUD secara administratif bertanggungjawab pada Kepala Dinas Kesehatan, kendati mereka sama-sama merupakan pejabat eselon II.
“Alasan lainnya, karena pertumbuhan ekonomi Kabupaten Tulungagung yang terus berkembang dan indikator kinerja OPD lingkup Pemkab Tulungagung yang disesuaikan dengan Peraturan MenPAN RB tahun 2014,” papar politisi asal PDI Perjuangan ini.
Rencananya, pembahasan Raperda tentang Perubahan Atas Peraturan Daerah Nomor 10 Tahun 2013 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Tulungagung Tahun 2014-2018 akan dilakukan bersama Tim Asistensi Pembahas Raperda Pemkab Tulungagung setelah Pansus IV DPRD Tulungagung melakukan konsultasi dan studi banding di Denpasar Bali dalam pekan ini.
Selain membahas Raperda Perubahan RPJMD, Pansus IV DPRD Tulungagung dalam masa sidang III tahun sidang III saat ini bakal pula membahas tiga raperda lainnya. Yakni, Raperda tentang Pengelolaan Air Limbah Domestik, Raperda tentang Rencana Detail Tata Ruang dan Peraturan Zonasi BWP Boyolangu dan BWP Gondang serta Raperda tentang Rencana Detail Tata Ruang dan Peraturan Zonasi BWP Sendang dan BWP Pagerwojo.
