Buat Perda Pokdarwis Pertama di Indonesia

Supriyono saat sedang memberikan penjelasan terkait pembuatan Perda tentang Pemberdayaan Pokdarwis pada anggota Pokdarwis se-Tulungagung di Kantor DPRD Tulungagung, Senin (20/2).

DPRD TULUNGAGUNG – Komisi D DPRD Tulungagung sedang menggodok pembuatan Peraturan Daerah (Perda) terkait pemberdayaan Kelompok Sadar Wisata (Pokdarwis). Perda ini merupakan yang pertama di Indonesia.

Ketua DPRD Tulungagung, Supriyono SE MSi, mengungkapkan Perda yang diinisiasi oleh Komisi D DPRD Tulungagung tersebut belum ada duanya di Indonesia. “Saat ini di Indonesia belum ada Perda terkait pemberdayaan Pokdarwis. Di Bali pun belum ada. Komisi D DPRD Tulungagung yang baru akan membuat raperdanya,” ujarnya saat acara publik hearing Komisi D DPRD Tulungagung dengan Pokdarwis se-Tulungagung di Ruang Graha Wicaksana Kantor DPRD Tulungagung, Senin (20/2).

Menurut Supriyono yang juga menjabat sebagai koordinator Komisi D DPRD Tulungagung ini, Perda Pemberdayaan Pokdarwis yang saat ini dalam penyusunan itu nantinya bakal menjadi acuan daerah lain dalam membuat perda serupa. “Dan biasanya Pemerintah Pusat akan pula mengeapresiasi pembuatan perda yang pertama di Indonesia,” tuturnya.

Hal yang sama diungkapkan anggota Komisi D DPRD Tulungagung, Suprapto SPt MMA. Ia yang ditugaskan Komisi D DPRD Tulungagung untuk membuat naskah akademik Raperda tentang Pemberdayaan Pokdarwis menyatakan belum ada daerah di Indoensaia yang mempunyai perda terkait pemberdayaan Pokdarwis.

“Baru sekarang dibahas dan akan dibuat perda di Tulungagung. Perda ini bertujuan agar Pokdarwis dapat legalitas dalam bekerja. Ada AD/ART-nya. Pokdarwis bukan gerombolan,” paparnya.

Dengan adanya Perda tentang Pemberdayaan Pokdarwis, lanjut Suprapto, Komisi D DPRD Tulungagung berharap Pokdarwis akan menjadi operator dalam pengelolaan tempat wisata. Sementara pemerintah daerah melalui dinas terkait hanya sebagai fasilitator dan regulator.

Perda tentang Pemberdayaan Pokdarwis juga dimaksudkan untuk menyongsong membludaknya kunjungan wisatawan ke Tulungagung pada tahun-tahun mendatang. Apalagi pembangunan jalan lintas selatan (JLS) terus berlanjut dan ada rencana pembangunan bandar udara di Kabupaten Tulungagung.

“Pokdarwis nanti sudah harus punya kompetensi. Punya skill (keahlian), knowledge (pengetahuan) dan attitude (sikap/tingkah laku) yang baik. Nanti juga bisa diikutkan diklat agar mendapat sertifikat sebagai pemandu wisata,” tuturnya.
