Audiensi Bersama Guru Honorer Tulungagung

Ruang Graha Wicaksana Kantor DPRD Tulungagung dipenuhi guru-guru honorer saat mereka beraudiensi dengan pimpinan dewan dan anggota Komisi A DPRD Tulungagung, Selasa (27/12).

DPRD TULUNGAGUNG-Pimpinan DPRD dan anggota Komisi A DPRD Tulungagung, Selasa (27/12) siang, menerima kedatangan sedikitnya 100 guru honorer. Mereka beraudiensi di Ruang Graha Wicaksana mencari solusi terkait kesejahteraan guru honorer yang selama ini dinilai jauh dari layak.

Saat ini menurut para guru honorer yang tergabung dalam organisasi Forum Tenaga Sukarelawan Tulungagung (FTST) dan KGTS, honor para guru honorer di Tulungagung tidak lebih dari Rp 300 ribu. Bahkan ada yang hanya Rp 100 ribu per bulannya.

Ketua DPRD Tulungagung, Supriyono SE MSi, memahami permintaan para guru honorer tersebut. Namun, untuk segera merealisasi keinginan agar kesejahteraan setara dengan guru PNS belum ada payung hukumnya.

“Kami mengapresiasi peran guru honorer. Panjenengan semua meninggalkan keluarga untuk mengajar patut mendapat apresiasi. Tenaga guru honorer sangat dibutuhkan ditengah kekurangan tenaga guru PNS saat ini,” ujarnya saat memimpin audiensi.

Hal yang sama juga diungkapkan, Wakil Ketua DPRD, Imam Kambali SE, Ketua Komisi A DPRD Tulungagung, Drs H Mashud dan anggota Komisi A DPRD Tulungagung, Drs Imam Ngaqoib MH.

Supriyono selanjutnya menyatakan harus ada kajian lebih mendalam dari pemerintah daerah dalam menyikapi keberadaan guru honorer. Utamanya dari kepala daerah agar kesejahteraan tenaga honorer dapat setara dengan guru PNS.

Sebelumnya, Ketua PGRI Tulungagung, Drs Sugiarno, mengungkapkan keberadaan tenaga guru honorer sangatlah besar dalam keberlangsungan pendidikan di Tulungagung, utamanya di sekolah dasar. Masalahnya, keberadaan guru PNS semakin berkurang. Bahkan jika sampai tahun 2020 rekrutmen guru PNS dimoratorium bisa-bisa keberadaan guru PNS akan habis karena hampir semua sudah pensiun.

Menurut Sugiarno, para guru honorer pun menyadari untuk menjadi PNS terbentur aturan PP No. 48/2005 dan PP No. 56/2012. “Solusi bagi honorer adalah insentifnya dapat disamakan dengan guru yang PNS,” tuturnya.

Sementara itu, dari Pemkab Tulungagung yang juga hadir dalam acara audensi, Kabid Ketenagaan Dinas Pendidikan dan Kebudayaan Kabupaten Tulungagung, Adi Suselo SS MPd, mengatakan sesuai data, kekurangan guru SD di Kabupaten Tulungagung mencapai 1.052 guru. Selain kekurangan guru olahraga SD sebanyak 274 orang.

“Secara real keberadaan guru honorer baik GTT atau PTT yang kami data mencapai 3.156. Mereka semua ketika mengikuti uji kompetensi nilainya bagus-bagus,” paparnya.

Sedang, Sekretaris Badan Kepegawaian Daerah (BKD) Kabupaten Tulungagung, Abu Zain, menyatakan sampai saat ini belum ada keputusan dari pemerintah pusat terkait keberadaan tenaga honorer untuk diangkat sebagai PNS. Dan yang terjadi justru Pemkab dilarang untuk merekrut tenaga honorer.

“Sekarang yang digunakan UU ASN. Di ASN hanya mengenal PNS dan tenaga PPPK. Saat ini tenaga PPP ini pun masih wacana karena belum ada PP-nya,” terangnya.
