DPRD TULUNGAGUNG – Setelah gagal melakukan perubahan Perda No. 6/2010 tentang Perlindungan, Pemberdayaan Pasar Tradisional dan Penataan Serta Pengendalian Pasar Modern, Komisi C DPRD Tulungagung bakal kembali mengajukan perubahan perda yang sama pada tahun 2017 mendatang. Perubahan perda tersebut sekaligus mencabut Perda No. 6/2010 yang dinilai menimbulkan multi tafsir.

Ketua Komisi C DPRD Tulungagung, Drs Subani Sirab, Kamis (20/10), menandaskan sudah memastikan pengajuan Raperda Perubahan atas Perda No. 6/2010 yang di antaranya mengatur permasalahan minimarket itu pada tahun depan. “Sesuai jadwal perubahan perda terkait minimarket akan kami lakukan pada awal tahun depan. Di masa persidangan awal tahun 2017,” ujarnya.

Menurut dia, perubahan Perda No. 6/2010 tidak lagi bisa dilakukan pada tahun ini karena sudah ada jadwal untuk pembahasan raperda lainnya. Apalagi saat ini sudah memasuki masa persidangan akhir tahun 2016.

“Karena itu, perubahan Perda No. 6/2010 dan pencabutannya baru bisa dilakukan tahun depan. Bukan tahun ini,” terangnya.

Namun demikian, lanjut politisi asal Partai Hanura ini, bukan berarti perizinan pendirian minimarket baru di Tulungagung lantas akan semain semarak dengan masih berlakunya Perda No. 6/2010. “Kami sudah minta pada Badan Pelayanan Perijinan dan Penanaman Modal Kabupaten Tulungagung untuk tidak memberikan izin pendirian minimarket baru. Termasuk, tidak memperpanjang minimarket yang lokasinya berdekatan dengan pasar tradisional,” paparnya.

Diberitakan sebelumnya, dalam rapat paripurna DPRD Tulungagung yang berlangsung, Sabtu (15/10), Raperda tentang Perubahan Atas Perda No. 6/2010 tentang Perlindungan, Pemberdayaan Pasar Tradisional dan Penataan Serta Pengendalian Pasar Modern batal ditetapkan menjadi perda. Hal ini terjadi karena pembahasannya terhenti akibat terjadi perubahan sampai lebih dari 50 persen.

Ketua Badan Legislasi Daerah (Banleg) DPRD Tulungagung, Heru Santoso MPd, membenarkan jika pembahasan raperda perubahan Perda No. 6/2010 harus dihentikan kalau perubahannya sudah melebihi 50 persen dari subtansi. Apalagi dalam pembahasan perubahan Perda No. 6/2010 perubahannya sudah mencapai lebih dari 60 persen.

Menurut dia, perubahan yang sudah mencapai lebih dari 60 persen tidak bisa lagi disebut perubahan. Tetapi membatalkan Perda.
