Pembuangan Lumpur Tinja Harus ke IPLT

DPRD TULUNGAGUNG – Penyedia jasa terkait lumpur tinja dan warga Tulungagung tidak boleh lagi membuang limbah lumpur tinja sembarangan. Mereka harus membuangnya ke Instalasi Pembuangan Pengolahan Lumpur Tinja (IPLT) yang disediakan Pemkab Tulungagung.

Demikian ditandaskan Ketua Pansus IV DPRD Tulungagung, Suprapto SPt MMA, di Kantor DPRD Tulungagung, Rabu (29/11). “Pembuangan lumpur tinja ke IPLT ini tercantum dalam Raperda tentang Pengelolaan Air Limbah Domestik yang sebentar lagi ditetapkan menjadi Perda,” ujarnya.

Rencananya, Raperda Pengelolaan Air Limbah Domestik akan ditetapkan menjadi perda bersama enam raperda lainnya dan RAPBD Tulungagung 2018 dalam sidang paripurna DPRD Tulungagung, Rabu (29/11) malam ini.

Dalam Raperda Pengelolaan Air Limbah Domestik, menurut Suprapto terdapat beberapa larangan yang diperuntukkan bagi setiap orang atau badan. Di antara larangan itu adalah membuang air limbah domestik tanpa pengolahan di instalasi air limbah terlebih dahulu dan melakukan perbuatan BAB sembarangan.

Selanjutnya, politisi asal PDI Perjuangan ini membeberkan di Bab V Pasal 32 Ayat (1) dalam Raperda Pengelolaan Air Limbah Domestik disebutkan pengelolaan lumpur tinja meliputi pengambilan, pengangkutan dan pembuangan lumpur tinja dari bak penanmpungan lumpur tinja air limbah domestik adalah air limbah yang berasal dari usaha dan/atau kegiatan permukiman, rumah makan, perkantoran, perniagaan, apartemen dan asrama ke IPLT. “Untuk IPLT ini pemerintah daerah sudah menyediakan tempatnya,” katanya.

Raperda Pengelolaan Air Limbah Domestik dibuat atas acuan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat No. 04/PRT/M/2017 tentang Penyelenggaraan Sistem Pengelolaan Air Limbah Domestik. Dimana dalam aturan tersebut diatur tentang air limbah kakus (black water) dan air limbah non kakus (grey water).
