DPRD TULUNGAGUNG – Operasi tangkap tangan (OTT) dugaan pungutan liar (pungli) yang dilakukan aparat Kepolisian Tulungagung pada PNS lingkup Pemkab Tulungagung di Pasar Hewan Kecamatan Ngunut belum lama ini dinilai terjadi karena lemahnya Inspektorat Kabupaten Tulungagung dalam pengawasan PNS.

“Jika pengawasan Inspektorat maksimal tentu tidak akan sampai terjadi praktik pungli di lembaga-lembaga lingkup Pemkab Tulungagung. Ini (kasus dugaan pungli) terjadi karena lemahnya pengawasan pada PNS,” ujar Wakil Ketua DPRD Tulungagung, Imam Kambali SE MSi, Jumat (3/3).

Selain itu, lanjut Imam Kambali yang juga koordinator Komisi A DPRD Tulungagung, terjadinya dugaan praktik pungli bisa jadi akibat kurang sosialisasi dari Pemkab Tulungagung. Utamanya oleh Sekretariat Daerah Kabupaten Tulungagung.

“Sudah tahu sekarang pungli lagi diberantas dan di Tulungagung juga sudah dibentuk tim Saber (Sapu Bersih) Pungli, mengapa tidak dilakukan sosialisasi pada semua PNS terkait pungli itu. Kewajiban Sekda untuk menyosialisasikan terkait pungli tersebut,” paparnya.

Disebutkan politisi asal Partai Hati Nurani Rakyat (Hanura) ini, Sekretariat Daerah Kabupaten Tulungagung punya perangkat yang lengkap untuk menyosialisasikan keberadaan Saber Pungli. “Di Sekretariat Daerah ada Bagian Hukum dan ada pula Bagian Organisasi. Mengapa mereka tidak melakukan sosialisasi pada PNS,” tuturnya.

Unit Saber Pungli Kabupaten Tulungagung sudah dikukuhkan keberadaannya oleh Bupati Tulungagung, Syahri Mulyo SE MSi, pada Selasa (14/2) lalu. Sebagai Ketua Pelaksana Unit Saber Pungli Kabupaten Tulungagung, yakni Wakapolres Tulungagung, Kompol I Dewa Gde Juliana SH SIK MIK.

Di Kabupaten Tulungagung Tim Saber Pungli beranggotakan dari lima instansi/lembaga. Kelima instansi/lembaga tersebut masing-masing,  Pemkab Tulungagung, Polres Tulungagung, Kejaksaan Negeri Tulungagung, Kodim 0809 Tulungagung, Polisi Militer Tulungagung, Pengadilan Negeri Tulungagung dan Universitas Tulungagung.
