DPRD TULUNGAGUNG – Komitmen Pemkab Tulungagung dalam melakukan pembatasan dan penertiban toko swalayan atau minimarket berjaringan nasional kembali dipertanyakan. Kali ini dari sebagian elemen masyarakat yang hadir dalam publik hearing terkait Raperda Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan di Ruang Aspirasi Kantor DPRD Tulungagung, Jumat (28/4).

Mereka mempertanyakan keseriusan pemkab dalam tindakan dan eksekusi jika Raperda tentang Raperda Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan telah ditetapkan menjadi perda. “Kita ingin buktinya. Kami akan tunggu eksekusi dari Pemkab Tulungagung pada minimarket yang melanggar perda,” tandas Ketua LSM Bintara, Ali Sodiq MPdI.

Sebelumnya, Wakil Ketua Pansus III DPRD Tulungagung, Michael Utomo SE, mempersoalkan juga data perizinan minimarket berjaringan nasional dari Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tulungagung. Masalahnya, ada beberapa minimarket yang sudah tercatat habis masa izinnya tetapi tetap beroperasional.

Staf Ahli Bupati Bidang Pemerintahan, Ir Endang Sri Utami MT, yang memimpin Tim Asistensi Pembahas Raperda Pemkab Tulungagung menjawab pertanyaan dari peserta publik hearing mengatakan akan menyikapi seluruh masukan yang telah didapat dalam publik hearing. “Nanti akan ada sikap dari tim perizinan,” tuturnya.

Sayang dalam hearing publik Raperda Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan tidak diikuti oleh perwakilan dari minimarket berjaringan nasional. Padahal menurut Ketua Pansus III DPRD Tulungagung, H Fendy Yuniar M SE, mereka sudah diundang untuk menghadiri publik hearing.

Rencananya, Pansus III DPRD Tulungagung dan Tim Asitensi Pembahas Raperda Pemkab Tulungagung akan kembali melakukan pembahasan Raperda Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan pasca publik hearing. “Sebelum finalisasi dimungkinkan masih ada pembahasan satu kali lagi. Sesudah itu baru finalisasi,” ujar Fendy Yuniar.

Sementara itu, anggota Pansus III DPRD Tulungagung, Imam Khoirudin SAg menyatakan pembahasan Raperda Penataan dan Pembinaan Pasar Rakyat, Pusat Perbelanjaan dan Toko Swalayan dan publik hearing sudah menyepakati hal-hal yang subtantif. Seperti masalah jarak, jumlah, jam buka, mekanisme dan kemitraan.

“Nantinya setelah perda ini ditetapkan secara bertahap jumlah minimarket berjaringan nasional di Tulungagung maksimal hanya tinggal 45 minimarket saja. Begitu pun soal jarak sudah diatur 1.000 meter dari pasar rakyat,” paparnya.
